Packages not updating

In Anaconda Navigator (most current version), Python package (among 17 other) in an environment to update. Click on blue up arrow to mark package for update, then confirm with “apply”. Dialog window “Update packages” appears. After some time, it shows “All requested packages already installed”. Python package not updated. The same for the other 17 packages after the same procedure. How to resolve this?

I did it differently: Just on the Python package, right-click on the green check mark on the left of the package name, then “Mark for specific version installation”. Python 3.10.13 is installed in the selected environment. Want to update to Python 3.11.0. Selecting it and getting, after hitting “apply”, the following cryptic error message.

How to understand this? Support docs are silent on the issue.
