No module named 'packaging'

I uninstalled a package (with conda uninstall) from my base environment. However, the process apparently removed packaging too. So now, conda commands don’t work and I can’t open Anaconda Navigator. I have already created other environments, and my OS is Windows 11. How should I recover Anaconda Navigator? The traceback is below.

I would try two things to get conda back to a working state:

1). Try updating conda itself:
conda update conda

2). If this doesn’t fix the problem, uninstall Anaconda Distribution and reinstall it.
