Libzip compiled against debug on win64

The zip.dll contained in
requires VCRUNTIME140D.DLL and UCRTBASED.DLL according to static analysis by dependency walker.

These binaries were compiled against the debug version of the C runtime. Consequently programs like gdalinfo and various python modules linking to compression libraries will fail to load if a user does not have debug runtimes installed.

This seems like a packaging mistake that needs to be fixed in the feedstock.
