Navigator not showing "not installed" packages

Start Anaconda Navigator
Select “Environments”
Select “Not Installed”
Nothing shows up in the list of packages
Channels included are “default” and “conda-forge”
I can install packages manually using terminal and conda

I am having the exact same issue. I hope I have somehow screwed up a directory path, etc.
