Get Rid of not solving envrimn

I 've this problem already, and no answer.
Is there any solution?

If I install some package, or as actually

*conda uninstall spyder --debug

I get no answer, but many times:

Unfortunately this is Anaconda 2019 on Win7. I’m not allowed to change the system.

What can I do, if this last hours?
